President & CEO

Euland Rumsey Parker

Euland Rumsey Parker, a native of Queens, New York, possesses a profound commitment to fostering the positive development of contemporary youth. She is a dedicated member of Carter Memorial Church, where she serves with her husband, Dr. Rodney L. Parker, the Executive Pastor. Together, they are the proud parents of two delightful daughters. Euland earned her initial degree in Liberal Arts from Prince George’s County Community College, followed by a Bachelor of Science in Social Science and Psychology from the University of Maryland University College. She further achieved an Executive Master of Business Administration from Howard University, where she held the position of Director of Enrollment Services for several years.

Currently, Euland contributes her expertise to the Division of Student Affairs in the Office of Student Conduct at Morgan State University, a prestigious institution. Her multifaceted background reflects a strong affinity for business structure and organization. As the founder of Vision Empowerment Organization, she has also taken on the role of Chief Financial Officer for Rise Up Empowerment Through the Arts, Inc., working diligently to provide mentorship, scholarship, and internship opportunities for the youth of New York City. In addition, she has attained several certifications in finance that enhance her professional qualifications.

The alignment of Vision Empowerment with her passion for the holistic development of young adults deeply inspires her, as she seeks to empower them to reach their aspirations and achieve success. Euland aims to improve the educational outcomes of today’s vulnerable populations by utilizing her experiences in both public school and private collegiate settings, advocating for early intervention as a catalyst for change. She is confident that her enthusiasm and extensive experience working with undergraduate, graduate, and professional students from diverse backgrounds will facilitate the realization of their ambitions, particularly for those from at-risk populations.

For twelve years, Euland served as a board member and Financial Secretary for Dr. Herldleen Russell Ministries, an organization dedicated to connecting necessary resources—both material and human—to individuals in need across the globe. While engaged in mission work, Euland actively ministers and imparts biblical teachings to women and children. Her dedication to excellence and the advancement of the underprivileged is demonstrated through her diligent service both locally and internationally. In 2019, guided by divine inspiration, Euland was led to establish a technical school to serve Uganda’s indigenous population. The construction of the Rumsey Christian Technical Institute, a multi-structural educational complex, commenced in 2020. To date, three buildings have been completed, with plans for the construction of two additional buildings anticipated to commence in 2026. The core mission driving Euland's efforts is to build better lives, homes, and futures for those in need.

Chief Financial Officer

Dr. Rodney Parker, Phd

A native of Wilson, North Carolina, Rodney Parker began his career in higher education more than 20 years ago. His student development experience includes residence life, community service, and multicultural affairs at public and private institutions. In 2002, he entered Jesuit Higher Education as a social justice educator at what is now named the Center for Community Service and Justice on our campus. Later, he served as the Director of ALANA (African, Latino, Asian, Native American) Services for more than 14 years, providing support to and enhancing retention efforts for multicultural students. His combined interests in diversity, inclusion, interculturalism, and students’ overall well-being made him an integral part of the Loyola University Maryland community. Related to his interests, he completed a three-year term as the chairperson for the Association of Jesuit Colleges and Universities (AJCU) Conference on Diversity and Equity in 2016. For two years, he served as the Assistant Dean of Undergraduate and Graduate Studies. In 2022, he was named the Chief Equity and Inclusion Officer of Loyola University Maryland.
Dr. Parker holds a Bachelor of Science in Electrical Engineering from North Carolina State University, a Master of Divinity and a Master of Theology from Duke Divinity School, and a Master of Science in Pastoral Counseling from Loyola University Maryland. In 2017, he earned a Ph.D. in Counselor Education and Supervision from Loyola University Maryland. In addition, he currently serves as an affiliate faculty member in Theology. Dr. Parker is a National Certified Counselor and a Licensed Clinical Professional Counselor.
He is married to the former Euland Rumsey, and he is the father of Elise Marie and Elaina. In his spare time, he likes to read, hang out with friends, and listen to all types of music.
Executive Secretary

Toni Russell

Toni Russell was born and raised in Detroit, MI, and is a proud graduate of Cooley High School, where she earned honors recognition. She went on to pursue higher education, earning both an Associate's and Bachelor's degree in Accounting from Henry Ford Community College and Davenport University, respectively. Toni later earned a Master of Management with a focus in Strategic Leadership from Walsh College, where she was honored to speak on behalf of her graduating class. She also holds a Project Management Certificate from Lawrence Technological University.
With over 25 years of experience in progressively responsible roles across multiple industries, Toni has held leadership positions in insurance, broadcasting, manufacturing, residential and commercial development, public utilities, and nonprofit organizations. She culminated her corporate career as the CFO of a nonprofit organization. After experiencing burnout in her C-suite role, Toni took a brief break to recharge before realizing there was a growing need for professionals with strong project management, accounting, and finance skills. In 2019, this realization led her to found T. Charisse Consulting—a business that quickly grew through word-of-mouth referrals from entrepreneur associates and mid-sized companies seeking her expertise.
As a business consultant, Toni found a sense of freedom and fulfillment that was previously missing in traditional roles. Her ability to bring fresh, creative perspectives to project planning, execution, and problem-solving has enabled her to thrive in consulting. She leverages her extensive experience to deliver valuable solutions that address clients' most pressing needs.
Toni brings a wealth of nonprofit experience to her current role. In 2016, she founded Lena’s Love in Action, a school readiness organization born out of a desire to serve her community and honor her grandmother’s generous spirit. To date, Lena’s Love in Action has provided school supplies, coats, shoes, boots, and hygiene kits to countless students, parents, and teachers in need. Additionally, Toni has served as the Board Secretary for Dr. Herldleen Russell (DHR) Ministries since 2019. DHR Ministries is a faith-based organization focused on spreading the message of Jesus Christ while building infrastructure to empower the Ugandan communities it serves.
Currently, Toni lives just outside of Detroit with her husband, Christopher. In her spare time, she enjoys cooking, gardening, and music.

We are dedicated to cultivating a future where diverse voices are not only heard but celebrated, and where individuals are equipped with the tools, resources, and mentorship needed to realize their full potential. Through our unwavering commitment to leadership development and community support, we aspire to build a thriving global community that champions justice, equality, and inclusive growth for all.
